Would a diabetic be covered under the Rehabilitation Act of 1973?
No.
Depends on if the diabetes has progressed toward a point that it had rendered a debilitating circumstance. If for instance it had gone so far as to require the amputation of a foot, then yes, I would say so. Then though you would not be making a claim of the diabetes being the handicap but rather the amputation of the foot.
One caused the other but only the later would put you into the classification of handicapped. In short, no, diabetes isn’t a handicap in and of itself, but the symptoms and ongoing problems can progress to a point that you can be deemed handicapped.

I don’t think so. This is the government’s definition of disability:
(8) (B) Subject to subparagraphs (C)…, (E), and (F), the term
“individual with a disability” means … any person who
(i) has a physical or mental impairment which substantially limits one or
more of such person’s major life activities, (ii) has a record of such an
impairment, or (iii) is regarded as having such an impairment
